The 10th Ammendment states that the Federal Government can only apply it's laws in the 10 square mile area called Washington DC , not the 50 states who have their own constitution and sovererignty. Why have this if the Federal Govt. can pull fictious rank ? Ronald W. Wheeler ,retired (Oregon)
